Australia's Medical Research Future Fund (MRFF) is one of the most significant sources of non-dilutive funding available to Australia's health and medical research ecosystem. For biotechnology and life sciences companies, universities, medical research institutes, clinicians and their commercial partners, however, the MRFF should not simply be viewed as another government grant program. It is a long-term, priority-driven national investment mechanism designed to move high-quality research towards measurable health, economic and health-system impact.

 

Established by the Australian Government in 2015, the MRFF is an ongoing sovereign research fund whose investment earnings are used to support health and medical research. By March 2026, the capital value of the MRFF had grown to $25.4 billion. Importantly, the Government expressly identifies the MRFF as supporting research across the full development continuum, from research ideas and laboratory research through clinical trials and ultimately to commercial products. It also identifies development of Australia's biotechnology industry, including future jobs and exports, as one of the reasons the MRFF is strategically important.


This translational mandate is fundamental. The MRFF is not designed solely to fund academic discovery. At its strongest, it creates a bridge between scientific excellence, unmet clinical need, validation, translation, implementation and commercialisation. For organisations developing new therapeutics, diagnostics, medical devices, digital health technologies, genomics platforms, clinical interventions and enabling research infrastructure, the opportunity can therefore extend well beyond the research project itself.


 

A $6.5 billion forward investment framework

 

The scale of the opportunity is substantial. The Australian Government's current MRFF 3rd 10-year Investment Plan covers 2024–25 to 2033–34 and provides $6.5 billion in planned investment. The plan replaces the previous 10-year plan, carries forward existing commitments and includes approximately $1.4 billion of additional expenditure.

 

That long-term framework is strategically important for Australia's biotechnology and research sectors. Drug development, advanced diagnostics, genomics, medical technologies and complex clinical programs rarely fit neatly within a single funding cycle. A decade-long investment framework provides organisations with greater visibility over the Government's areas of intended investment and creates opportunities to construct multi-stage funding strategies around scientific development, clinical validation, infrastructure, translation and implementation.


MRFF investment is organised around four overarching research themes: Patients, Researchers, Research Missions and Research Translation. The Patients theme is directed towards benefits such as clinical trials, new treatments and advanced health and medical technologies. The Researchers theme develops Australian research capability and supports discoveries progressing towards market. Research Missions bring together researchers, health professionals, industry, stakeholders and patients to tackle major health challenges. Research Translation focuses on converting evidence and research outcomes into clinical practice and health service delivery.


MRFF's four overarching research themes

 

For applicants, these themes are more than administrative classifications. They illustrate what the MRFF ultimately seeks to achieve: research must move towards impact.



Translation and commercialisation are central to the MRFF

 

This is particularly important for Australia's biotechnology, medtech and life sciences companies. The MRFF's Medical Research Commercialisation initiative alone will provide $450 million between 2024–25 and 2033–34 to support innovative early-stage Australian health and medical research. The Australian Government specifically states that this initiative is intended to build on previous support for commercially promising projects, particularly those emerging from small and medium-sized enterprises, and to progress discoveries including drugs, medical devices and digital health technologies from proof-of-concept towards clinical implementation.

 

Clinical development is another major pillar. The Clinical Trials Activity initiative provides $750 million over the same 10-year period, with a focus that includes trials addressing rare cancers, rare diseases and unmet clinical need; investigator-led international clinical trials brought into Australia; and research evaluating effective health interventions.

 

Australia is simultaneously investing heavily in the infrastructure required to undertake sophisticated health and medical research. The National Critical Research Infrastructure initiative provides $600 million over 10 years, including investment across innovation enablers, digitisation of health care, co-investment partnerships and mRNA technology enablers.

 

At the frontier of innovation, a further $700 million over 10 years is allocated through the Frontier Health and Medical Research initiative to pursue ambitious solutions to difficult health problems and translate and commercialise discoveries capable of generating significant health impact.

 

These four programs alone represent $2.5 billion of planned investment across commercialisation, clinical trials, critical research infrastructure and frontier research. While these funding pools are governed by separate initiatives and competitive grant opportunities rather than constituting a single pool accessible to any applicant, their combined scale demonstrates the strategic importance the Australian Government is placing on moving Australian health and medical innovation towards real-world application.



Research Missions create opportunities to solve problems at national scale

 

A further distinguishing feature of the MRFF is its use of Research Missions: long-term programs designed to concentrate expertise, funding and collaboration on significant national health challenges.

 

The MRFF currently encompasses Missions addressing areas including brain cancer, cardiovascular health, dementia and ageing, genomics, Indigenous health, low-survival cancers, mental health, traumatic brain injury and health inequities. Rather than funding isolated pieces of research, the Mission model is designed to bring together researchers, clinicians, industry, health services, consumers and other stakeholders around ambitious outcomes.

 

For the genomics sector, for example, the Genomics Health Futures Mission represents an investment of $500.1 million, directed towards genomic research that can improve disease testing and diagnosis, personalise treatment, improve outcomes and reduce unnecessary health interventions and associated costs.

 

For companies and universities, the strategic implication is significant. The strongest MRFF proposition may not be the organisation's technology in isolation. It may be the role that technology, clinical capability or research expertise can play in solving a larger Australian health problem. That distinction frequently separates a scientifically credible grant application from a genuinely competitive MRFF proposition.


 

What does the MRFF mean for biotechnology and life sciences companies?

 

One misconception is that MRFF funding is principally a university funding program. Universities and medical research institutes are unquestionably central to the MRFF ecosystem, but commercial organisations can also play substantive roles.

 

For NHMRC-administered MRFF opportunities, the eligibility framework permits qualifying organisations to become MRFF Eligible Organisations, including Australian universities, eligible medical research institutes, corporate Commonwealth entities and Australian public companies, Australian private companies and other incorporated entities, subject to the applicable requirements. Individual grant opportunities can impose additional eligibility and administering-organisation conditions, so eligibility must always be tested against the specific Grant Opportunity Guidelines rather than assumed.

 

MRFF grants are administered through both the National Health and Medical Research Council and the Australian Government's Business Grants Hub, depending on the opportunity.

 

This creates multiple potential structures for industry participation. Depending on the particular opportunity, a biotechnology or life sciences company may participate as the administering organisation or lead applicant, a commercial partner, technology provider, clinical development partner, co-investigator organisation, translation partner or prospective commercialisation pathway.

 

For universities, the reverse is equally important. An outstanding academic research program does not automatically constitute an outstanding translational proposition. Increasingly, competitive positioning requires credible pathways to implementation, adoption, health-system integration, manufacturing, regulatory development, commercialisation or scale. Industry partnerships can therefore materially strengthen the pathway from research output to national impact when those partnerships are authentic and strategically relevant.

 

The strongest MRFF collaborations frequently combine the complementary capabilities of universities, research institutes, healthcare providers, clinicians, consumers and industry, rather than treating these stakeholders as names to be added shortly before submission.

The strategic question is not simply: "Are we eligible?"


MRFF success begins with a more sophisticated question: Does the project solve a problem the Australian Government has explicitly prioritised, through a research program capable of generating demonstrable health impact?

 

The current Australian Medical Research and Innovation Priorities 2024–2026 include consumer-driven research; research infrastructure and capability; translation and commercialisation; effective and high-value care; preventive and public health research; primary care research; researcher capacity and capability; Aboriginal and Torres Strait Islander health and wellbeing; priority populations; global health and health security; environmental impacts on health; and artificial intelligence and digital health.

 

This matters because MRFF applications are not assessed in a strategic vacuum. Scientific excellence remains essential, but competitive proposals must connect the research question with the objectives and intended outcomes of the relevant initiative and grant opportunity.

A biotechnology company may possess outstanding technology but still have a weak MRFF proposition if the application is framed principally around product development, company growth or capital requirements. Conversely, the same underlying technology can become significantly more compelling when the proposal establishes a well-evidenced unmet clinical need, a scientifically rigorous research question, an appropriately powered validation or clinical program, meaningful consumer and clinician involvement, a credible translation pathway and clearly quantified benefits for patients and Australia's health system.

  



The MRFF is entering its next strategic phase

 

The funding landscape is also evolving. As at August 2026, the existing Australian Medical Research and Innovation Strategy 2021–2026 and Priorities 2024–2026 remain the published framework, while the Australian Medical Research Advisory Board has recently completed consultation on the draft Strategy 2026–2031 and Priorities 2026–2028.

 

For organisations planning multi-year research and commercialisation programs, this transition deserves close attention. Changes in national priorities can shape future grant design, research topics and the areas into which billions of dollars of MRFF investment are ultimately directed.


The organisations best positioned for the next phase of the MRFF will therefore be those looking beyond the next closing date and asking where their scientific capability, technology platform, clinical program or research infrastructure intersects with Australia's emerging health priorities.



Building an MRFF funding strategy

With a $25.4 billion underlying fund, a $6.5 billion 10-year Investment Plan, and dedicated investment measured in hundreds of millions of dollars across clinical trials, commercialisation, genomics, infrastructure, frontier research and major national health Missions, the MRFF represents an extraordinary opportunity for Australia's health and medical innovation sector.

 

But funding at this level brings equally high expectations. The most competitive MRFF projects will not simply demonstrate that excellent research can be undertaken. They will demonstrate why the research matters, why the problem is nationally significant, why the proposed team is uniquely positioned to solve it, how the research will translate beyond the project itself and what measurable difference success will make to Australian patients, the health system and the broader economy.

 

That is ultimately the strategic purpose of the Medical Research Future Fund: to convert Australia's research excellence into enduring health, translational and economic impact.
